Rugged, often barren but always dramatic, North Dakota's badlands won over President Roosevelt in the late 19th century and continue to woo nature enthusiasts now as part of Theodore Roosevelt National Park.
Black Tiger Bay is used exclusively for boat launching and provides access to the eastern reaches of Devils Lake, North Dakota's largest natural body of water. Amenities are limited to a boat ramp, boat trailer parking and vault toilet facilities. No camping is permitted at this day use area.

From town of Devils Lake take US Highway 2 east 7 miles, then 5 miles south on Woods-Rutten Road (gravel), and 3 miles west on gravel access road.
